Volunteer vetting often runs on familiarity. The program prices the real check low enough to run it on everyone.

$9.00 standard · $4.50 on the program. A volunteer who lists 3 referees costs $4.50, not $13.50. A board candidate who lists 5 costs $4.50. When the screening budget is set once a year and volunteers routinely give 2 or 3 referees, that is what decides whether everyone gets checked or only some people do.
Every other check is priced in your own currency at Step 4 of signup and shown again in the review before anything is submitted. Creating an account is free, with no credit card, so you can see the full list without committing. Discounts vary by check, and some checks carry none.
Volunteer referees are disproportionately friends, relatives and fellow congregants, and a coordinator who knows everyone socially is the least well placed to notice. Credibled flags it when a referee submits from the same IP address as the candidate, from a personal email domain, or from the same device.
The alert does not block the reference, because there are innocent explanations. It surfaces the question, you judge it, and your decision is logged in the audit trail. For an organisation that may one day have to show it screened properly, that log is the point.
Volunteers, board members and staff, on one account
A youth program volunteer, a treasurer candidate for the board, and a paid program coordinator need different checks. They run from the same dashboard, land on the same invoice, and every consent and result is logged in one audit trail.
Where a vulnerable sector check is required, get one
Where a vulnerable sector check is legally required for a role, only a vulnerable sector check satisfies it, and it comes only from the candidate's local police service or the BC Criminal Records Review Program. No third-party provider in Canada can issue one, Credibled included.
Where one is not required, an Enhanced check returns the same core criminal record information in minutes rather than weeks, and pairing it with reference checks covers ground a VSC does not: how the person actually behaved, in the words of people who worked with them.
Since Bill C-10, record suspensions for many offences are sealed even to a VSC unless specific conditions are met, which is why layered screening matters either way. State requirement first, then choose the stack.
Budget is the constraint, not willingness. I volunteer with Big Brothers Big Sisters of Toronto and I have seen how quickly screening costs eat a small program's year. The NGO Program exists so that does not decide who gets checked. It is also why this page tells you plainly what we cannot do. Where a vulnerable sector check is required, get it from your local police service.

What is not discounted
The discount is deepest on the check a nonprofit runs most. Some checks carry no discount at all, and you see exactly which, in your own currency, before you create an account.
What never varies is the volume: there is no minimum either way. A 2-person charity screening 4 volunteers a year pays the same per-candidate rate as an organisation screening 400. Pass-through access fees on employment verification, education verification and US criminal court searches still apply at the published rate.
