Vulnerable Sector Checks: What You Should Know
A Vulnerable Sector Check (VSC) includes:
- A standard criminal background check
- A search for pardoned sexual offences (record suspensions)
However, since March 13, 2012, following Bill C-10, individuals convicted of sexual offences against minors are no longer eligible for pardons.
A VSC may not be the most reliable tool for identifying risks when working with vulnerable populations.
Credibled doesn’t provide Vulnerable Sector Check, but we recommends combining Level 2 Criminal Record Checks and a reference verifications for people working with vulnerable populations.

(FAQs) – Background Checks for Nonprofits & NGOs
Level 1 – Criminal Record Check (CRC): Basic check that shows adult convictions and youth findings of guilt (within limits). Suitable for general roles like admin staff, retail, or hospitality.
Level 2 – Criminal Record & Judicial Matters Check (CRJMC): Includes all Level 1 info plus pending charges, warrants, judicial orders, and recent discharges. Best for nonprofit roles involving greater responsibility, such as drivers, supervisors, or financial roles.
VSCs include all Level 2 information plus a search for pardoned sexual offences. However, due to changes introduced in Bill C-10 (2012), individuals convicted of sexual offences against minors can no longer receive pardons, reducing the effectiveness of this check for many organizations.
We recommend combining Level 2 criminal checks, reference verifications, and other screenings to safeguard vulnerable populations more reliably.
Canadian Level 1 criminal checks can be completed in as little as 15 minutes.
Other checks (education, credit, U.S. background) may vary depending on data source access and turnaround standards.
